Dogs that behave well on crowded patios and busy sidewalks do so because there is a foundation of everyday obedience underneath. It’s all built on the basis of “sit, down, stay, heel.” They need to come back when they’re called, which is called recall. These are the building blocks.

Calm behavior around strangers, other dogs, food smells, and sudden noises comes next. When you have a dog that can handle all that as well as regular day-to-day obedience, then you have a dog that’s ready for the real world.

A growing number of outdoor events and markets are also glad to see a calm dog on a six-foot leash.

That said, every venue has its own policy. Some Twin Cities farmers markets welcome leashed dogs in their open-air areas, while others, including the downtown Minneapolis Farmers Market, admit service animals only for food-safety reasons. Restaurants work the same way. Dogs are generally OK on the patio, but indoor dining rooms are reserved for service animals under Minnesota’s food code.
